According to Lord Shiva's teachings and philosophy, Shiva is both formless (Nirguna) and with form (Saguna). In the scriptures, Shiva is described as the all-pervading consciousness, present everywhere and in everything. He resides in Kailash Parvat, which is considered his celestial abode. However, in the deeper spiritual sense, Shiva is within every living being and in all of creation, as the supreme consciousness (Paramatman).

As stated in the Shiva Purana:
"Shiva is all-pervading, eternal, and beyond time. He is present in every atom of the universe."

Thus, Shiva is not limited to any single place; He is both immanent and transcendent.
