In the teachings and philosophy surrounding Lord Shiva, He is regarded as the compassionate and benevolent Mahadeva, the most easily pleased among the deities (Bholenath), and the one who sees beyond social status, virtue, or vice. Lord Shiva does not judge His devotees on the basis of worthiness or unworthiness. Many stories in the Puranas, such as those of Kannappa Nayanar and Bhasmasura, show that pure devotion (bhakti) is what matters most to Shiva, not material qualifications.

If a wish is not fulfilled, it is not because Shiva thinks you are unworthy, but perhaps because:

1. Karma and Timing: Sometimes, our desires are influenced by our past karma, and what we wish for may not be in our ultimate spiritual or worldly benefit at that moment. Shiva, as the Lord of Time (Mahakaal), knows the right time and what is truly best for us.

2. Spiritual Growth: Lord Shiva often blesses devotees with what helps them grow spiritually, even if that means denying certain wishes. His seeming denial could be an act of grace, leading you toward higher wisdom, detachment, or realization.

3. Testing Devotion: Sometimes the Lord tests the sincerity and steadfastness of a devotee’s devotion. Continual faith, despite unfulfilled wishes, is a sign of true bhakti.

Remember, Lord Shiva is called "Ashutosh"—the easily pleased one, who bestows grace without discrimination. Approach Him with a pure heart, humility, and surrender. Trust that He knows what is best for you and that His love is unconditional. Keep your faith and continue your prayers and sadhana.
